    OATH is the only method small businesses in NYC have to seek justice from the actions of the various city agencies, actions often resulting in business ending penalties. This proposal gives the DCA absolute power as they can disapprove the findings of OATH. Imagine if the findings and rulings of NYC civil and criminal courts had to be approved by the District Attorney.
