Under Local Law 152 of 2016, codified in article 318 of chapter 3 of Title 28 of the New York City Administrative Code, gas piping systems must be inspected periodically, and certificates of inspection must be submitted to the owner and DOB in accordance with section 103-10 of Title 1 of the Rules of the City of New York. Under Local Law 142 of 2025 (“LL 142”), the qualifications for an inspection agency conducting a gas piping system inspection were modified. LL 142 now requires an individual under the direct and continuing supervision of a licensed master plumber to be holding a journeyman plumber registration issued in accordance with article 409 of chapter 4 of Title 28.
The Department of Buildings (DOB) proposes to amend section 103-10 of chapter 100 of Title 1 of the Rules of the City of New York to address the new requirement that an individual working under the direct and continuing supervision of a licensed master plumber have a journeyman plumber registration.
The DOB proposes also to amend section 101-14 of chapter 100 of Title 1 of the Rules of the City of New York to fix a reference in that section regarding section 28-105.4 of the New York City Administrative Code, which presently contains more than five items.

Comment added April 1, 2026 11:13amThe Plumbing Foundation City of New York, Inc. commends the NYC Council and the NYC Department of Buildings for implementing this crucial clarification to the Local Law 152/2016 building gas piping inspection qualification requirements. For the past several years, the DOB has mandated, by rule, that those working under a NYC licensed master plumber (LMP) have five years of experience, in addition to the 7-hour training, to conduct these essential gas safety inspections. However, no official mechanism existed for the DOB to verify that such inspectors actually possessed this experience; instead, it remained the responsibility of the LMP. Unfortunately, the industry became aware of unscrupulous actors who permitted inexperienced, untrained individuals to perform these vital safety inspections. By requiring individuals to possess a DOB journeyman registration, in addition to the 7-hour training by a DOB-approved course provider, the revised law and rules will ensure the experience standard is met, thereby eliminating bad actors and guaranteeing the proper completion of these critical safety inspections.

Comment added April 21, 2026 2:10pmThe proposed rule change does not include a mechanism for verification of the inspectors’ qualifications regarding training or experience. I request that this section be amended to include such a requirement and have proposed verbiage in my submission.
