Under (d) Conduct of [Hearing] Public Notice and Comment, a revision needs to be made that “a copy of all comments received shall be included in the agency contract file and shall be public information.”

Updating my prior comment, I stand opposed to the replacement of “Public Hearing Requirements” with “Public Notice and Comment Requirements” for Certain Contracts.
Public hearings provide the public with a real person to speak to regarding the matters at hand. The public notice and comment could be relegated (or outsourced) to an AI machine instead of a real person. By replacing the public hearings with a simple public notice and comment, we are moving more towards an automated bureaucracy and away from a responsive representative democracy.
The Public Hearings requirement needs to be maintained. It may seem like a waste of time, but it provides the public with a recourse of action (positive or negative) that a Public Notice and Comment would not allow.
