The Fire Department is proposing to amend Section 8400-02 of Title 3 of the Rules of the City of New York to change the amounts it charges patients and insurers for Emergency Medical Service (EMS) ambulance treatment and transport service.

    Shouldn’t the rule indicate that when a patient is uninsured, the charge is $0? If we are trying to be more equitable, shouldn’t that be the least of what we do: Take care of each other in a medical emergency? If NYC wants to lead the way – this is how you would lead.

    While the costs are set to reflect the increased price of EMS services, there is no reasonable way the average New Yorker will be able to pay for these services with medical emergencies. If these costs are to increase, there need to be protections for New Yorkers to afford these services, especially the uninsured that are most at risk with these increased costs. I don’t believe this current rule was made with that consideration in mind.

    This is a disgraceful attempt to help subsidize NYC’s failure to balance their bloated budget with this additional insulting fee schedule for something we already pay taxes on. Who could afford this? I myself and others would rather drive to the hospital then pay this extortion, holding mine and others health hostage.

    Increase in fee is app 20% + !! This is an unreasonable àll at once request and is an excessive increase to cover 16.1%. This proposed fee seems unfair and inflated. Please reevaluate fèe increase.

    Before reacting to the proposed price increase for FDNY EMS treatment and transport, I would find it helpful to have more information.

    What do the other NYC Emergency Medical Service agencies, that voluntarily operate within the FDNY EMS 911 dispatch system, charge for ambulance transport and treatment?

    Along with the FDNY EMS, the NYC Emergency Medical Services System is comprised of scores of other Emergency Medical Service agencies from the volunteer, proprietary, and hospital sectors.

    Some of the hospitals in the FDNY 911 dispatch system are: NY Presbyterian, Northwell Health, NYU Hospitals, Montefiore, Richmond University Medical Center, Jamaica Hospital & Flushing Hospital, Maimonides Medical Center, NYC Health & Hospitals Corporation, and Mt. Sinai.

    What percent of all 911 calls do their non-FDNY EMS ambulances respond to?

    Is the price for EMS treatment and transport the same across the FDNY EMS 911 dispatch system, or do prices differ from agency to agency?

    Also, does every private health insurance provider pay the full FDNY EMS fee charged for ambulance service? Does every private health insurance provider pay the same fee for ambulance service to the FDNY EMS, or do they negotiate separately?

    What does Medicare pay for FDNY EMS ambulance service? What percentage of FDNY EMS patients have Medicare?

    What does Medicaid pay for FDNY EMS ambulance service? What percentage of FDNY EMS patients have Medicaid?

    What percentage of patients, transported by the FDNY EMS are uninsured?

    On an annual basis, what percentage of patients do not pay the FDNY EMS bill for transport? What happens when they can’t or won’t?
