Adopted rule summary:
The adopted rule amends DOT's traffic rules by removing the prohibition of mopeds (limited use motorcycles) from traveling on the Brooklyn Bridge and the lower roadway of the Ed Koch Queensboro Bridge.

While I am initially in favor of this amendment, I am concerned about the limited speeds some mopeds have. Perhaps the workaround is to include language about both the definition of mopeds (No, Brayden, your motorized scooter is NOT a moped) and what minimum speed they need to be able to meet so as to prevent road rage from happening on these bridges. As a longer-term consideration, if/when bridges are due for a let’s say refresh, what kind of lane expansions can be done to better accommodate different types of commuting vehicles? I care about all New Yorkers and as a NYS Licensed Motorcycle and Car driver who also regularly travels across both the Queensboro 59th Street Bridge and Brooklyn Bridge I am concerned for moped and scooter and drivers safety and the trauma, adding that class of vehicle to traffic pattern.
When I see a moped or scooter in front of me, my training as a motorcyclist kicks in and I position my vehicle a safe distance behind them, in case they fall, and try my best to protect them from other motor vehicles.
In my experience driving I believe that NYS licensing and insurance should be requirements for the operation of mopeds and scooters. That would entail as study and implementation of a test and safety program for moped and scooter operators.
I am aware both scooters and mopeds do not have the springs and wheel size that motorcycles have built in to handle diverse and unexpected road conditions. Helmets also save lives and often see stylish headwear on moped and scooter operators, they are not wearing helmets, that could protect their brain in the event of an accident.
It is common knowledge among riders, that every operator / driver falls as some time while in traffic. How to handle that fall and survive should be an integral part of opening corridors on either the Queensboro 59th Street or Brooklyn Bridges.
I respectfully ask all voting members to reject the rule change, until such a time that safety and insurance safeguards are set in place.

Mopeds should be allowed on roads. Road safety should be improved. More space should be available for both bicycles and mopeds and less space for cars, the least efficient and most dangerous and destructive and polluting things on the road.
