Adopted rule summary:

The Taxi and Limousine Commission promulgates amendments to its minimum driver payment rules for high-volume for hire services, including increasing the minimum pay amounts to account for increased driver expenses and changing the way utilization rates are calculated and applied.

    The inflation index does not come even near what the driver’s out of pocket expenses are, in the last 2 years the gas prices are 100% higher, insurance rates are 10% higher, parts and repairs range from 20 to over 100% higher, it’s way more difficult and expensive to get a new car, and these are only the expenses that have to do with work, the job is getting harder every day and we’re making less money every day while we’re working even harder for longer hours in more stressful environment, all the while big companies with deep venture capital pockets are sueing to stop a raise that in reality doesn’t even come close to cover all the costs and they’re making billions of dollars, the new proposed raise -while in my humble opinion isn’t enough- is a really needed one, please don’t let Uber or anyone for that matter bully the city or its drivers.

    Local car services are useing passanger cars illegaly as a taxi as a fhv and they do even have apps tlc police must go one by one to car services in 5 boro and control we are paying tax haveing hard time working hard and not getting what we deserve and this local car services are makeing even worst by useing regular plated vehicle as a FHV TAXI even some medical company useing it for their patients aswel and that makeing things for us even harder sooner or later this is the worst stuation for tlc future .

    Uber falsely accused me and deactivated my account for last 5 years please i need help from tlc to make my account active again , most of the time Uber and Lyft charge customer 100 dollar but they paid driver only 40 dollar which is really unfair this needs to end , their is apps called myle which paying driver less than what tlc minimum standard rates I think tlc needs to take action against them

    Since December 2020 everything started by going up. fuel is 3 times the price to fill up the tank. foods are sky high. services in the car is one and half. Tires I used to pay $87.00 each now is $116.00. Even my car insurance went up. My son and I own a house in Suffolk county. in December 2020 I paid $384.34 for 200 gallons of fuel
    here’s the money I’ve been paying now. Please look at the file
    Suggestion I think the MTA should come up with a taxi ride app this way they will have plenty of money to use by collecting enough commissions from those rides. it’s an idea

    I drive an SUV, and I am TLC licensed. I agree with the minimum payment rules for UBER and LYFT drivers. When I started driving for UBER the commission to pay was 10%, then it went up to 20%, I believe that 20% is a reasonable commission that they should charge, now UBER is charging over 30%, sometimes I calculate and the charge as much as% commission which I believe is a very high commission. Other ting that I noticed is that UBER lies on how much they charge to clients, there are times that clients tell me how much they are paying for the ride, when I look at how much UBER tells me they charge is usually a lot less than what they charge the client. This is because they charge double or triple for the ride, and they give us a bonus of up to $4 only, I believe this matter should be investigated.

    I also want to add from my previous comment, or e-mail, that UBER is charging up to 40% on UBER X and up to 50% on UBER Black and SUV. I believe that the charge should be no more than 20%, because we, the drivers are the ones that are taking all the risks on the streets, we pay the high insurance payments, we are paying for gasoline and also for car payments. We should be taking most of the money at the end of the day.

    I have been driving for uber&lyft for 3 years. I always curious what do you want from drivers? Are the drivers your enemies?
    You did this utilization thing before pandemic and it was awful but you want to do it again.
    I don’t get even one person in TLC wouldn’t think that when you force driver to go offline if there is no enough demand then what will be next ? Every driver will rush to Manhattan. If you qre close than you have to stay offline until reach to Manhattan maybe one hour. One wasting hour. Is that what you want ? Ny answer is yes. You guys don’t care drivers. There are 2 department in NYC doesn’t care drivers. DOT and TLC. It won’t make any difference whatever i say. If TLC says that there will be hearing, that means they will approve %100 no matter people say. Thank you for your service behalf of drivers. We are really appreciate !!!

    As the cost of living continues to rise in cities like New York, it’s becoming increasingly difficult for drivers in the High-Volume For-Hire Service industry to make ends meet. Gas prices, car prices, and car maintenance costs are all increasing, while earnings for drivers remain relatively low. However, a proposed change to the definition of Utilization Rate could help address this issue.

    Currently, the Utilization Rate for High-Volume For-Hire Services is calculated by dividing the total amount of time a driver spends transporting passengers on trips dispatched by the service by the total amount of time the driver is available to accept dispatches. This means that drivers are not compensated for the time they spend accepting a trip and driving to pick up a passenger, which can be a significant portion of their working hours.

    The proposed definition of Utilization Rate would change this by including the time a driver spends accepting a trip and driving to pick up a passenger in the calculation. This means that drivers would be compensated for all of their working hours, not just the time they spend actually transporting passengers. This change would be especially important in a high-cost city like New York, where expenses for drivers have been steadily increasing in recent years.

    Gas prices have risen by over 50% in the last decade, and car prices have increased by a similar amount. Additionally, car maintenance costs have also gone up, with repairs and routine maintenance becoming more expensive. All of these factors have made it difficult for drivers to earn a living wage, especially when they are not compensated for all of their working hours.

    By including the time a driver spends accepting a trip and driving to pick up a passenger in the Utilization Rate calculation, drivers would receive fair compensation for their time and expenses. This change would help ensure that drivers in the High-Volume For-Hire Service industry can earn a living wage and continue to provide an essential service to the public.

    In conclusion, the proposed definition of Utilization Rate is a necessary change that would help support drivers in a high-cost city like New York. By compensating drivers for all of their working hours, including the time spent accepting trips and driving to pick up passengers, drivers would be able to make ends meet and continue providing a vital service to the public.

    If the city want to decrease the amount of cars in the city, they should stop adding new cars such as wheelchairs cars and electric cars.

    Dear Commissioner,I am one the NYC FHV driver and FHV licensed vehicle owner with 23 years experience. Only source of income is my full time NIGHT Shift Driver. During the day time I have to help my children school drop of and pick up.
    I don’t have any other sources of income. Most FHV drivers don’t have there 2nd vehicle or income. Our family needs us so we just can’t go to our job with specific time & conditions.I really need stay my work with my schedule otherwise I will not able to pay my bills and vehicle expenses.every driver should allow 10 hours online not 10 hours with passengers. I don’t anything else but I want my own working hours.
    Please don’t throw me and my family on the street.

    Good morning Sir / Mam most humbly and respectfully I beg to state that now a days after covid half of business is gone and on top inflation this requires now our spouse to work and with kids and everything if both parents work flexibility become the main issue ..being flexible as tlc driver and make enough to support family is a key if both parents hv to work than 1 has to b flexible

    The flexibility of driving with Uber is what is most attractive about driving with them. The ability to work around Doctor visits and family obligations is what makes me able to earn decent money in retirement. Please don’t change the rules, it will negatively impact many seniors like me.

    I am worried about the time limit on the line. In the era of freedom, there is no bottom line to limit the time as a ride-hailing driver. Questioned the fairness of the TLC department in targeting ride-hailing drivers. Online ride-hailing drivers have been working hard to upgrade, full-time drivers need to work hard to earn enough expenses, and part-time drivers need to earn money to subsidize living expenses. Every driver has their own burdens behind them, and every driver has a family to take care of. Limiting the online time has seriously hindered the active economic role and stimulated the deepening of social conflicts.

    Hello Tlc and Uber. Please make rules that doesn’t hurt drivers as we are the engine of this industry. If this shutting off apps is to happen, it would certainly hurt driver. Because imagine it’s already hard enough to get fares without the rule. Imagine if this rules implemented may be we can’t be online ever again because the business is already slow nowadays. I understand we all want to make money here so let’s just be fair here. Let us (drivers) get a fair share. Because we have bills to pay and families on our shoulders depending on us

    Please find other solution to solve city crownd issues , as like limit Manhattan Empty TLC car get into inside to find a ride, and always let uber driver get passengers into Manhattan from outside then let them get another ride to out from Manhattan. This is should help city to reduce traffic amd limit drivers amount are waiting a ride in the Manhattan. If limit all Uber driver online at five boroughs, that is not solution and also will increase more traffic cause drivers want to a chance to try able online at the Manhattan.

    This unfair to limit the app to those of us that stuck it out and drive during the pandemic when people paniced and stayed home. I should be able to access and drive when I have ny free time and not be limited. We also should not be limited as tlc insurance and licensing fees are expensive and wr do not recieve a discount basrd on our limit to drive.

    I am an uber driver and I ask you please not to take that measure again to set schedules is something disastrous for one as a driver how will we pay our bills our food the only thing we want is to work and if they put those measures it will be something shockingly negative for the Our family’s income I am a single mother I do not depend on any public assistance I live from my job as an uber driver and I have to pay only $2,500 per month for the vehicle, apart from my personal expenses, please do not put those rules of setting hours for the drivers to work That is not and will not be fair to us who are independent and honest workers.

    I do Uber full time it would be very inconvenient for me if these rules are imposed. I can only work a fixed schedule being that my daughter godless to school and then I have to pick her up. When this happened last time I was struggling to make ends meet due to me not being able to work cause I wouldn’t be allowed to go online.

    as I driver, also TLC call us also independent contractor. we pay thousands of dollars to get the license and permit. therefore we have to make thousands of dolla too, if TLC limit our Workforce. Then TLC have to lower their renewal fee for the license and permit. TLC interfering on our freedom. TLC provide trillion trillions of licensed permit, now become a headache. It increased New York City traffic and environment pollution. TLC try to cover that up. TLC try to push driver for their fault. why you we pay for TLC fault.

    I’m student in Lehman college . I drive part time to be able to pay and go to school. Limiting driver in the road will affect me a lot because I will not be able to complete all the Uber requirements in order to go online according to my school schedule . In my opinion they will let everyone work in his own schedule instead of limiting driver time

    The beauty of this job is #flexibility! Once #flexibility is taken away, then freedom is taken away and there is nothing left in the job that can entice anybody. Gone are the days when drivers are uneducated and lacking in depth. These days, some of us are highly educated and were once upon a time CEOs.     The reason behind App companies are being chosen by drivers lies in the fact that the vast majority of drivers have a restricted schedule in their ability to work due to family issues. Therefore, by not allowing them to work during certain time will force them either to quit the job in favor of something else or go into poverty and drain the economy.
    The income is already bad so please don’t make it worse

    I do not agree that TLC regulates the schedules of the drivers, I have to take my daughters to school and pick her up, so I have to manage the schedules without restrictions in order to fulfill my role as a father. If that comes to approve the hours that I have to work, I would be out of line and I would not be able to work

    Our flexibility to drive can’t be limited once again because this will affect everyone in our life. Us single mothers, We are drivers because we have the flexibility to work while our kids are in school, and also the flexibility to go to school and get an education. If our time is limited it will be like working a regular time job or not even because you won’t get to work the hours you need to make sure you have for all the bills you need to pay. Single mothers like myself will be forced to drop school to work the hours they will be allowed to work and that’s not what we sign in for. We sign up to have the flexibility to work when our kids are in school so we can have time for them when they come home to help them with school work and whatever they need help with. Also not having a flexible schedule will also affect the ones that had chosen to get a better education to provide for their family.

    I am starting to feel like you guys have a specific problem with fhv drivers. We’re not making even enough but there is always news rules all the time.. If it’s not about paying some fees out of nowhere, illegal traffic stops or uncalled tickets it’s about reducing the drivers hours. At this point We’re just going to be looking for another job because you guys are making this job not doable in NYC. Thank you for that

    This is not good as per TLC rules drivers allowed to work 10 hours a day or 60 hours so please stop this again don’t make it hard for us we already in a lot of stress because of inflation and Covid happened so think twice this is not a way to handle drivers we already pay highly rent car’s insurance registration TLC stickers etc etc and payed our taxes

    As a tlc driver im I agree with the proposal for a new payment rule, now the following question that is not specified in the proposal, if uber meets a utilization rate of 60 or 65% instead of 58% as tlc will prevent uber from requesting to reduce the rates payment to drivers, asking that the number of utilization rate be 60 or 65% since tlc does not specify that if uber exceeds 58% the rate will only be calculated at 58 or less ?

    Greetings to the officials of TLC. In line with the high fuel prices for cars and the rise in car rents, as this has become a burden on most drivers, in addition to the increase in prices for the various necessary living for drivers, so I had to realize the officials of TLC and to realize the conditions of the driver from the troubles of the profession and parallel to those who are in the same job as Taxi drivers and the like, which reached an increase of 30%, while the increase in Uber did not exceed 16%, due to the mileage of 8% for the time, which does not mean anything significant. It is fair and equitable to add the increase due to drivers in this field. Doubly thank you very much if you agree to the collective request of Opera drivers

    Please, we as drivers do not want what happened before as limiting the access to the app. When that happened many of us were put in terrible situation and I am one of them that went bankrupt. we do have responsibilities in order to maintain them. we have to work. so kindly if the TLC looking to increase our minimum pay we are sure that they have other ways than cutting the access to the app. that will benefit some and kill others. How that will help us making a living? . please look for some other solution and we are sure that the commissioner he is creative. thank you

    We really appreciate everything you guys doing for New York City. The only thing I wish these rules, do not impact our flexibility as drivers to log in the apps that the only thing I care about because we have kids,patients and other stuff that we take care of. . I wish I really wish from my heart that rules do not impact my flexibility to provide my family and to take care of my kids and parents.

    Well, First of all, as a ride share driver in NYC, I’m against this utilization and minimum pay rule. Since we already make minimum wage that you have proposed.

    Introducing a such law will lead to lose access to the driver apps when and where we want to drive.

    We will be locked out by UBER & LYFT.

    I live in Connecticut and drive all the way to NYC almost everyday to work for UBER & LYFY. once I get to NYC for work, they will lock out my app which will be frustrating.

    There are thousands of drivers from Connecticut and New Jersey who drive back and forth to NYC just to drive for UBER & Lyft.

    I therefore, kindly request you NOT to implement this Utilization Rule which will affect our flexibility to work.

    Last time, when this rules were in effect we made less than what we used to make and we really struggled to make money. And we had to spend more time on the road than what we spend nowadays.

    Remember! We are humans and we also have family. We cannot sleep on the road until UBER & LYFT let us go ONLINE to work. We need the flexibility.

    So I’m FULLY AGAINST THIS PROPOSED RULE if this rules will affect our flexibility and lock out our Apps.

    TLC wants to limit our free work hours. This is very difficult for drivers. And greatly reduces our income. And so the current economic hard. TLC thinks that with these measures you can reduce traffic jamsor a cluster of taxi drivers on the streets. But this is a very wrong idea.
    This situation has already happened in 2019. As a driver I can assure you These measures have had negative consequences. And when the drivers want to go to work On the contrary, they accumulate in the most busy places if they were generating more traffic
    When drivers can work everywhere and at any time They don’t gather in busy places. And they work freely everywhere.
    I think who wants to lead this rule. They are interested in their own selfish goals. These measures do nothing to help the city.
    Unfortunately lately We are watching a lot. wrong city decisions Which only makes life harder residents of our city
    Please do not take measures that harm the city and the people and the driver. Don’t make life difficult for people and drivers

    I have no issues with the current pay. I make good money every day with Uber, I can’t complain. I don’t know if it’s because I’m eligible to do Uber Black but Im making good money. But the driver should be allowed to work freely.

    My suggestion is a driver should choose if they should work day time or night time shifts. For example 6am to 6pm or 6pm to 6am.

    And for the those that share a car like I do with my friend,I work day shift from 4am to 4pm & he 4pm to 3am should automatically be able to work.

    Many full-time drivers new to TLC cannot apply for a license, which makes us have to pay more to rent a vehicle, but I found that many TLC license plate holders have left the TLC industry, and they have long occupied the TLC license plate. TLC licenses cannot be effectively used to provide convenient services to New York City passengers. I hope that TLC can take back the license plates with low utilization rate and issue them to full-time drivers to increase the utilization rate.

    The flexibility of driving with Uber is what is most attractive about driving with them. The ability to work around Doctor visits and family obligations is what makes me able to earn decent money in retirement. Please don’t change the rules, it will negatively impact many seniors.Most of the time the money earned from the costumer’s payments don’t pay for most of the expenses for running a car in the long run.

    This Monday I picked up a lady on the Uber app on 42 street and 9 ave Manhattan. She was going to jfk they gave me 47.00$ in this day and age Newark 53.00$ and people hardly tip
    Where’s the future on that?

    Thank you TLC for conducting all data analysis and fight for TLC drivers fairness when facing giant companies that we cannot deal with nor being listened to. I’ve read the whole proposal amendment and agreed 100%.

    I am a single mom with autistic son and an elderly mom that need to provide to by my own hands. I sincerely appreciated with the efforts on the issue. However, since the TLC using the Utilization Rate, both app companies restricted us to go online in geographically and/or pre-selected time. This has SERIOUS IMPACT on how we earn. My income was at least 1/3 less than normal since the companies did that, and Uber just emailed all drivers to write to TLC and comment on the issue just to threaten us about going back to restrict our online ability like previously, geographically and set an online schedule.

    The followings are some of the difficulties that we face while the app companies are doing by:

    – forced app to go offline when we were in other boroughs except Manhattan; especially once we dropped off passengers in Queens, Brooklyn, Staten Island and Bronx. I guess their strategy is to change the utilization rate that being present to TLC. However, we were being sent to those area by the app companies, not the drivers willingly but we are being penalized by forcing to be offline and can’t receive any trips and work and chance to earn. The result is forced us to drive back all the way to Manhattan so that we can receive trip dispatch, then of course all these create traffic, empty car wasting gas, time, depreciation and maintenance to our vehicle just to try to earn a dime to feed the family by traveling far back to Manhattan. God forbid if the next trip is to send us to out-of-Manhattan then we are screwed again and again and again. When the companies started to do it, I was so depressed and felt hopeless that I have to work more time than needed but was earning at least 1/3 less of income while spending more hours and higher gas, mileage and maintenance cost as we beat the only asset we have to rely on to earn some bread, on the road without passengers, that the companies trying to trick TLC’s Utilization Rate and restrict us like an employee rather than a independent contractor sole proprietor business owner.
    – Manhattan will be more congested because either we stay in Manhattan or die
    – Other boroughs passengers will be underserved
    – If the Congestion Pricing Toll Proposal of $23 on us, we all drivers are dead under this utilization rate trick that app companies forced on
    – Our minimum hourly rate will further be lower than what TLC rules are, simply because of all these expenses that burden on us forcefully but are not being calculated into the said formula, as the companies blind us.

    I SINCERELY URGED THE TLC TO PROHIBIT THE HVFHS TO LAY ANY RESTRICTIONS ON ANY DRIVERS THEIR AVAILABILITY, WILLINGNESS AND READINESS TO GO TO WORK AND HAVE A CHANCE TO EARN, IN BOTH TIME AND GEOGRAPHICALLY WHEN IN NYC 5-BOROUGHS.

    It just feels like, you want to earn, sitting in your car, but being forced to do nothing and either go home or travel to Manhattan, especially after 9 pm when I felt the most.

    Another proposal is: app companies has to disclose details and destination when trip requests are “Out-of-5-boroughs,” where under TLC rules we are not required to take trips to those destinations. It is a small thing to TLC or the app companies to do, but it’s huge on drivers just trying to earn some living.

    As a TLC licensed driver and head of a family of 5, I drive with Uber and Lyft. I support the proposition to rise the pay for drivers because of the cost of living in NYC is getting expensive every day. In the other hand I want to be able to go online and work on my own schedule, so I don’t support the TLC rule to put a limit on that. Thank you.

    I’ve been driving for Uber and Lyft for 6 years. Every year the city\TLC and the ridesharing companies make it hard for us to continue driving & making a living. Denying us a raise is unfair and unwarranted. Uber\Lyft constantly raise the amount they take from the ride while we are left at the same amount. They claim that the rider is affected but they have no affect on the payments Uber/Lyft takes. I’m in dire need of surgery but because I can’t afford to be out of work for a few months I’m delaying surgery. Capping our time in Manhattan also doesn’t allow us to make money. The city shouldn’t have to enforce that. Claiming there are to many cars out on the road is false. They never had an issue with taxis being on the road no matter how many there were. Now we have less road to be on because of bike lanes and constant construction yet we will be ones paying for all this. Mta wants drivers to pay for there issues. Why should people who are scared to take the subway pay for their problems MTA has. MTA’s board all get paid very well & we have to pay into that? Let us work & make an honest living what we are due! That’s all we ask for!

And you gonna see every corner 6 to 8 cars waiting to go online again , and those who are working part time to support their families they will be affected in a bad way, so they can’t even afford to buy them bread anymore!!!     The expenses increased between 10 to 20 % of over all either as a regular human try to adapt with current circumstances. We ask for a fair pay, please use your integrity. Since we are in February 2023 means renewal for my insurance which increased 10%, the gas prices since the city opened up again after Covid-19 from $ 1.99 per gallon, to $ 3.59 as current per gallon. And the maintaining of the vehicle for example the rotor and the brake was priced $200 during Covid time now are $ 245. The port authority already increased the toll of New Jersey cross tunnels and bridge $ 1 each pass. I wonder you guys think to reduce the congestion of the city by limiting our hours of being behind the wheel, I don’t understand you really. I don’t understand why you guys taking advantage on us, because we are originally immigrants. By the way since the previous mayor and his disco on to limit hours on streets to reduce the congestion caused me to be I could not pay my bills and the bank to repossess my vehicle because I could not make the 3 payments. Am sorry you guys need to look to be fair and help us, not to take advantage on us because is not fair. If you as authority on the city please reach to other department to make the streets clear, reduce the numbers of Uber eats bikers, reduce the fedex, ups, Dhl, Amazon double parking on avenues or streets or they doing their deliveries at nights. Or the sanitation to collect their garbage in the middle of the night not on the morning time because they freeze the city. Let the police do their job and chasing those criminals speeding or playing on their phones while they driving. 5 years ago eighth ave had 5 lanes, now narrows to be two lanes, why ???? And you guys think is the FHV CAUSE the congestion. What about the 24 hour 7 days bus lane, and still the bus operators failed to drive on their lanes. I know 5 FHV DRIVER WHO used to have TLC PLATES during Covid time surrounding their plates, they felt their is no hope to survive even during the limited 22 hours they used to get to pay for their vehicle expenses and their family. Please please please we are try to survive, not to be rich. If you read this comment all am asking to BE FAIR, again I try to survive not to save money. We all already stressed and tired of being running in circles. The business demand is low and the prices still low even after the increase you think is make change which is not. Am not saying to take advantage on the passenger because we all on the boat, and I understand is very high cost for everybody. Try to figure out a solution that being fair for all, please do not limit our hours again because there is many times we are loop as idiots searching for a customer, even before Covid when you guys limiting our active hours and giving the companies to take advantage on us. Please be fair, the congestion of the city never ends even you force all the taxis and FHV TO BE ON THE STREETS.     Hi.. I have been driving in the city for number of years.. All these app companies have made life really difficult.. Please make these app companies give us the due pay increase & not allow the companies to lockout drivers.. as it will put more stress on the drivers and pave a way for aggressive driving & accidents can happen because all the drivers will try to get to one particular area.. So please don’t allow these companies to stop our intended pay raise and to lockout the drivers as we have bills to pay & family to take care who are solely dependent on me for their livelihood..     Putting 100s maybe even 1000s more TLC plated cars and TLC licensed drivers on the road then implementing a utilization rate in order to stop all the empty TLC cars from flooding city streets that the TLC itself put on the road not only makes the TLC a mind boggling contradiction but also proves the whole agency is useless.

    This not right! Things should be left alone. We are doing fine as drivers and the demand is needed pretty much every way in the city in all 5 boros 24 hours a day. There was never a dull moment in NYC to make a good days pay. If we discuss pay change and if benefit more by getting a higher percentage then maybe we can work less and have other drivers work. Overall things should not be changed but the cut that the companies are receiving.

    Hello, I am a full-time student; it is very important for me to be able to work whenever I have time; I am against lockdown. I hope this will not happen. Otherwise, I do not know how I will continue to study and how I will live. I own a TLC car and have a lot of bills to pay, car payments, and insurance; it is hard to make for part-time workers, and after lockdowns, it will be even harder. Just leave everything how it is, and let us TLC drivers live. Thank you

    In my understanding keeping the driver rate and keeping the road clear from over flow of tlc drivers, we must have time bound for both drivers and uber/lyft.
    When tlc give raise then uber/lyft block us no more then 20 hours booking (confirm online time) thats loosing job while having more expense. Only drivers are afraid from tlc and uber/lyft.
    If we getting raise then there should be cap on maximum and / or minimum earnings and / or confirmed online time.
    One driver minimum should get confirmed online time 60 hours with 20$ net. With pessenger maximum 50 hours.
    Uber/lyft should be bound to not bound drivers unfairly from earnings or meet basic expenses. But drivers should bound not to abuse road’s congestion , income over work, extra online time,. Putting cap by tlc should for drivers fair pay rate beside they must put cap not to get bound by uber/lyft. Otherwise right now we can abuse our body to work extra hours to meet expenses but later with utilization bound uber/lyft can send us offline with no schedule or freedom. Definitely drivers need raise by putting cap on earnings of uber/lyft. Not cap on risk taker drivers who invest each n everything. Please allow minimum 25$ net rate with minimum 60 hour fairly online time.

    There must be a minimum for airport pick-up or drop-off; Sometimes we pick up or drop off very short flights from airports for only $7; it’s not fair. There must be at least $25.In addition, we need to increase the minimum for any trip to $10. Sometimes we pick up passengers from supermarkets or laundromats with shopping or clothes for just $5 a ride; this is not fair.We work hard all day and finally don’t have the money to afford sick days, days off, or even the time and money it takes to fix our cars. So, all we need is more payment for all Uber or Lyft drivers.

    I have been a driver for about 15yr. And flexible hrs is a must for most of us. We are independent contractors and we deserve the right to work our own hrs. Is enough with the 10hr rules TLC impose already. And 60 hrs a week. Why restrict our shift time or our decision when and where to work. Some of us. Just work the rush hrs. Do to the 10hr rule is impose.
    Higher pay yer. And a investigation on for the companies like uber lift and black car companies. Should be done. Is not what companies cahrges. Is what companies take from each trip. Most companies take over 55% from what customer. Are charged. Regulations should be impose to driver but to companies. We have to work with 2 companies to make enough for our week. If companies require new vehicles we’ll. Give us a higher pay. Or remover the 10 yr restrictions. Or the 6 yr restrictions for black cars. All this rules. Push driver to street hail.

And you gonna see every corner 6 to 8 cars waiting to go online again , and those who are working part time to support their families they will be affected in a bad way, so they can’t even afford to buy them bread anymore!!!     I don’t have any other sources of income. Most FHV drivers don’t have there 2nd vehicle or income. Our family needs us so we just can’t go to our job with specific time & conditions.I really need stay my work with my schedule otherwise I will not able to pay my bills and vehicle expenses. I don’t anything else but I want my own working hours.
    Please don’t throw me and my family on the street.I feel more confident and comfortable with my flexible work hours.I don’t have issue with wages because with recent rates we are making decent living.

    In this country of opportunities all workers have someone fighting for their payment rights, but we as platform drivers like uber & lyft are not creditors of what rights, but we do have to pay high taxes & be treated as criminals by the agents of TLC, with high fines & excessive payments to be able to drive in New York City, which we as drivers have to take out of our pockets the money for the repairs of our cars. Annual excessive charges to keep driving your car & TLC agents looking for us on the streets and treating us like criminals to fine us ridiculously excessive fines, when many of us have to go out for days to pay for car repairs, I think it’s It would be fairer to have a significant increase to be able to help with our expenses that this work implies. We only ask to be treated as hard-working and human people that we are.

    If TLC approves the rules for minimum wages, Uber is ready to force log out the drivers when the demand is not high. So I think this rule will go in favour of very minor percentage of drivers and will definitely impact those who work full time and are hard workers. The example is I live in New Jersey about 30 miles from Manhattan and there are many TLC drivers living in the area and if Uber force logs us out then it would impact our earnings.
    I’m renting my car from a rental company which is charging me 449$/week for a Hyundai elantra which is pretty high and I don’t have my own plates. The real problem TLC should be focusing on is to make sure drivers have their own plates or companies are not ripping off drivers.
    To me, these minimum wages rules will only hurt top earning drivers. So please make sure if you guys come up with these, Uber doesn’t forces to log out drivers.

    I believe that the utilization rule should not go into effect for the following reasons drivers are still recovering financially and mentally from the pandemic damages inflation is an all-time high. We drivers have families mouths to feed even rent to pay that just keeps skyrocketing I myself had to get a wheelchair accessible car in order for me to save money on renting a vehicle from the car rental agencies with toll , gas insurance prices going up and let’s not forget about congestion pricing that will affect us if it will go into effect as well we as drivers have families and mouths to feed and not that’s not forget about raising prices of rent on apartments, most drivers just want to go online and make their money and then go home now with this rule we will have to go 12 plus hours and who knows if he will mke any money at all

    The issue that’s never addressed is the driver losing access to both UBER and LYFT when said companies LOCK drivers out to meet utilization criteria. The companies are allowed to hire and over saturate the market and then told you can’t do that anymore. You then have thousands of drivers with families to feed, car payments, bills, mortgages who can’t go online. There needs to be a fair resolution where all drivers who were allowed to acquire a TLC licence be allotted 40 hours per week to go online. Those 40 hours can be whatever UBER AND LYFT decide. The driver shouldn’t be denied access ever because said companies hired too many drivers

    Good evening thank you for giving me the opportunity to make comments in regards to this to be honest it is dishonest & misleading on behalf of UBER for instance they have been sending drivers messages to tell TLC to not pass this law without explaining the drivers what is this law is about & sometimes they will make to agree to some terms knowing very well if you don’t accept it they will not let you back in the app & also I am driving a new 2022 hybrid Toyota Sienna they will allow to take comfort XL where they will basically almost share the charge in half for example I have the proofs on my app one ride was about $22 they gave me $10.85 and took Uber feees almost $8 $7.90 this car cost me about $80.000 many more other unfair issues with Uber

    I have been driving for uber and lyft for the past 9 years. First off I would like to thank the TLC for their continued efforts in reshaping the for hire vehicle industry to be a fair industry for drivers , passengers and a platform of justice for all. For the past couple of years I have dedicated my life working for uber/lyft . As these rideshare giants manifested themselves into the heart of NYC . They have a well rounded fleet of engineers , attorneys, accountants and wall st investors and now these rideshare giants occupy around 70 % of the entire NY FHV dispatch. Uber/Lyft managed to monopolies the rideshare industry here in NYC which initially uber/lyft claimed to come to save us drivers and riders from the yellow taxi monopoly that is running the NYC transportation industry when they lured us in to becoming drivers and riders with their bonuses and incentive back in 2013 -2014. Now fast forward presently this multi billion dollar industry has grown exponentially in 2023 . They have lobbied government officials, reshaped policies , rules and regulations to suit and benefit their ever growing empire. Yet at what cost? We the drivers have been divided and conquered by the uber / lyft monopoly that claimed that the yellow industry is a monopoly in the first place causing the medallion price to crash here in NYC with their envious lies they destroyed the financial future of many yellow cabbies. At present in 2023 I put in minimum
    70 ,80 ,90 hours of being online per week. I drive from NJ to NYC and only receive 1 to 4 hours of driving time per day thats averaging 12 hours of being online on the uber/lyft platforms and only receiving 1 to 4 hours of driving time on average per day for both platforms combined. Paying my vehicle financing fees, FHV insurance , FHV fees , paying the gas and the toll to enter NYC on most days without a passenger from either rideshare company. Then to top it off as these uber/lyft corporations own the majority of the trips here in NYC and have kicked out most of the bad driver/ passengers from their platforms due to back end server monitoring of feedback , performance, ratings . Most of the bad drivers/passengers have started to work for other FHV companies as those companies have no option but to accept those riders and drivers due to their low revenue profits compared to uber/lyft 70% stake of all dispatched rides here in NYC. Leaving us drivers with little
    profitable FHV company options here in NYC to work for besides uber and lyft to maximize our daily earnings. As the majority of the FHV dispatch belongs to those two rideshare monopolies. Not only is uber and lyft now creating a slavery culture to make us drivers go online for 12 to 16 hours a day waiting in our cars for jobs but only receiving 1 to 4 hours of DRIVING TIME. Uber/lyft have completely transgressed every boundary to earn every penny in New York City at the cost of our lives our health our vehicles our future . They left us in the dark suffering financially and mentally with no way of paying our bills. I left my education ( computer science) 9 years ago to work as a professional for hire vehicle driver in NY. Today I stand helpless as these Goliath rideshare giants uber / lyft have no checks or balances they do as they please. Furthermore they hide data such as drop off and pick up location on their software as to control us drivers geographically . Those drivers who are better performance are placed in a better dispatch tier queue and sent to high income low crime neighborhoods. As poor performance drivers are placed in an endless loop of a bad dispatch queue of low income high crime neighborhoods. Furthermore uber/lyft have the audacity to continue their abuse and assault on drivers they are displeased with by sending their own STAFF impersonating as normal passengers and use psychology tricks to mentally abuse and oppress drivers with sounds, gestures, distractions, excess disrespect, excess luggage like furniture, to penalize those drivers to attempt to get those drivers to rage quit and quit on their own. I have audio and screnshot proof of these uber/lyft staff abuse in the form of the following : continuous annoying sounds for the entire duration of the ride, very fast hand gestures for the entire duration of the ride, staring at the driver in the rearview mirror for entire duration of the ride, stomping the floor liner with their feet for the entire duration of the ride, slapping my car interior randomly for the entire duration of the ride, snapping open and close airpod case or opening and closing eye glasses for the entire duration of the ride, speaking to themselves out loud for the entire duration of the ride, or speaking on the phone very loud and cursing for the entire duration of the ride without taking time to pause from speaking, consistently distracting me while driving as to make me rage quit my job on my own or cause an auto accident with their distractions for the entire duration of the ride(these passengers ( which are impersonated Uber/Lyft STAFF of uber/lyft are either 1099 contractors or w2 employees of uber/lyft ), I have documented
    most of them with screenshots of their names and the timestamp of these rides and audio recordings of the entire ride so you can judge this constant daily abuse from uber and lyft STAFF, you can subpoena both uber and lyft for those timestamp rides with the passengers name and see if they are indeed affiliated with both uber and lyft rather than ordinary or random passemgers.Uber/ lyft have become ruthless displaying no mercy or guidance or transparency to us drivers. They have neglected our lives at the cost of profit and exponentially revenue growth for their monopoly corporations. While we drivers are left divided , silenced, and conquered with no voice to speak for us or a union to defend us for a just, livable earning, uber/lyft continue to grow and earn more at our expenses. I can recent photo of my salary per week so you can see with your eyes how many hours I am not being utilized and how low the salary is I’m receiving per week (
    from Jan 30 to Feb 6 I was online
    for 88 hrs and 4 minutes in NYC and earned $425.87 , you can see this abuse on many other weeks as the past 8 weeks has been extremely difficult to survive and make ends need) as we drivers have no overtime rights, no sick pay rights , no health insurance rights provided by these wealthy corporations that make billions in gross profits but claim net losses to avoid paying taxes and avoid paying their own drivers just the fair pay. Uber/lyft STAFF lie , manipulate data and neglect equality, justice and fairness on their platforms. I pray that the TLC will find a soultion to make utilization checks on uber and lyft permanently not seasonally as they keep getting away with abusing us drivers mentally and financially.

    Hi I am New York TLC driver work with Uber Lyft and I am really happy that city and TLC always support and listen to their drivers, but for now on few days I heard about the timings issue as per TLC rules driver can work 60 hours a week I guess but we are getting emails from our gigs company and as well from TLC about the the restrictions on our independence like when to work or where to work this is not possible, especially after covid hit and then inflation start it’s really difficult to make money, we are very hard workers who work for our family for our best living possibly we paid all our taxes we paid all the tolls we paid city through our congestion fee $2.75 per ride in Manhattan city we paid higher TLC insurances we paid higher registration every year, we paid every 4 months for dmv inspection fee plus after every two years we paid higher TLC inspection fees plus every year drug test plus renewal fee of our license almost after every 3 years plus we have to pay higher tickets if we got after all that we still working hard for our future for families pay all rents never take any EBT or anything like that TLC and city should always be our sides I am all agreed no one can work above the TLC hours which is 60 hours a week this is not it’s who involved the accidents it always the other people who make the situation because we studied the road map then give a test and passed it we follow the rules of city’s and we work to out our life’s in danger sometimes because you never know who is the customer or how he react so please think about it for drivers and allow us to freely work.     With hope that the TLC will do right for the people of New York City who contribute positively to this unique and diverse place we call our home, I am writing this. It is the responsibility for such a commission to do what is morally and ethnically fair for its people; hence the reason why such an entity was created. To do the wise and fair thing is to put yourself in the hardworking driver shoes, and the only way to do so is to look at the numbers(statistics) and objectively you will see that we do not make enough to support our families and still have a social life. We are all affected by the present inflation and most of us are working more than we should just to make ends meet which ultimately is a dangerous thing. We all work for ride-share apps and we pay our dues each and everyday. A lot is at risk every time we are on the road for so many hours. All we are asking is for the commissioner to do what is right and fair. We are all New Yorkers and we should all contribute good to this city, only then will we elevate and evolve as a positive examples to other communities. Together we stand, divided we fall!

    It is insane how the ride sharing companies doing here in New York ! It is the clear oppression, I am pointing it out.

    1. Almost 30-36 percent from the each ride.

    2. For out of the city they provide out of city charge (2-3 dollar) extra but while returning back to city with customer they took nearly 60-65 percent from the actual fare !!

    3. Car rent has increased and increasing (minimum 400) so the fuel cost but the drivers pay ?? No.

    4. Drivers are treated like cash-cow to uber, instead of that the intensive they offer is very very poor. if they Give us 1000 dollar to get 3000 points they giving back our own money.

    5. New car price is higher as well as the maintainance cost and driving job is one of the hardest job to do here in New York city.

    7. Another accurate information what i can give is UBER is paying 2 dollar per total mile (in the city), if you drive 150 mile a day (6-8 hours)your gonna get 300 dollar only. Fuel is yours, end of the week 400$ + car rent weekly.

    8. Once i drove for 1 hours and 13 minutes, distance 21.6 kilometre and uber paid me 33.53 $ only !!

    I am very excited Tlc increasing fare now this time every thins going up iI have family four kids it very hard to mount it’s very difficult to survive in nyc because apartments rent is already high groceries is going very high but the Uber fare is ver y low driver can’t survive insurance or other’s expenses very high like parking voilation other traffic ticket and fines is. Already high car repair is too much but 5 minute Uber drive only 5 dollar means 5 minute drive to pick the passenger 3 or 4 minute wait and 5 minute to drop the passenger and drive makes only 5 dollars and 40 cents wasted drivers 15 minute it’s so big joke for drivers please increase the fares

    In addition to the amendments to minimum driver payment rules, the Percentage Charged By UBER and LYFT and similar companies must be Decreased. Those companies share is between 37% to 55% of the fare. That percentage is totally unfair and must be reduced to maximum 10%.
    Drivers endure all the expenses (which is extremely heavy burden now)while those companies have no expenses but app maintenance. TLC must set the regulations to determine their ratio.

    I cannot make it, but I have a few issues

    1) payment of tolls for coming out of Staten Island, if you take a passenger to Staten Island, from any other borough.

    2) yellow cabs get $20 + actual tolls for taking a passenger to New Jersey

    Uber gives only $20 + in its place to cover the tolls, so you are really getting that difference as out of town compared to $20 by the yellow cab

    The tolls in New Jersey went up twice, Uber, has not made any adjustment to the $20.

    Drivers are in fact subsidizing rides to Staten Island, to New Jersey, and any place there is a 2 way toll, eg. going to and from Far Rockaway via Flatbush.

    The inflation is killing us, and instead of helping us facing this inflation, you want to stop us from working (going online). effecting my ability to go online, will impact my ability to support my family.

    We need that raise, we are working hard over the clock to deliver the community with the highest safety standards, as they trust us.
    Add to this all expenses that we have to deal with, like gas, bills, Rent etc’
    leave all this.
    What about the TAXES that we need.

    We want the raised but no lock out. The lock out was active pre pandemic I got lock out many times. I said to myself how I’m going to pay for my bills. I have 3 children. Lock out doesn’t make any sense.

    Hi the cost of living is going up especially food and car repair for me these app companies taking 30% Plus for themselves that’s too much because all the expenses on me I pay for everything they only give me customer therefore we should get a higher pay we are asking for a raise we deserve it thanks
