The Board of Standards and Appeals (“BSA”) proposes to create Appendix E of its rules to exempt certain housing and related actions from review under the State Environmental Quality Review Act and City Environmental Quality Review procedures. The purpose of the amendment to the rules is to avoid unnecessary and time-consuming environmental analyses when BSA considers proposed housing development up to a certain size, and accompanying small commercial developments, where those developments will not have significant adverse environmental impacts. These environmental analyses can take six to eight months to complete and cost hundreds of thousands of dollars, adding unnecessary costs and delay to the City’s ability to address its housing crisis.
