The New York City Department of Transportation (“DOT”) is proposing an amendment to Section 4-07 of the Traffic Rules to remove the prohibition on the operation of mopeds (limited use motorcycles) on the Brooklyn Bridge and the lower roadway of the Ed Koch Queensboro Bridge.

While I am initially in favor of this amendment, I am concerned about the limited speeds some mopeds have. Perhaps the workaround is to include language about both the definition of mopeds (No, Brayden, your motorized scooter is NOT a moped) and what minimum speed they need to be able to meet so as to prevent road rage from happening on these bridges. As a longer-term consideration, if/when bridges are due for a let’s say refresh, what kind of lane expansions can be done to better accommodate different types of commuting vehicles?
