Thank you Comptroller Stringer for the rule change. Communication and education is the best defense against wage theft. Contractors that cheat workers depend on miss information and and uneducated workers to commit wage theft. The Comptrollers Office has been progressive and informative in communicating to all workers. On the comptrollers wage standards web site there are options to translate all wage and hour information to all in most every language that is spoken. looking at all the wage theft cases in NYC , it is clear that the predominate targeted victim for wage theft is the recently immigrated worker. Cheating contractors are targeting recently immigrant workers, this is a fact. I would hope that one day the rule would even go further and mandate that if any worker on the project cannot read English that there should be the posting in the language that the workers understand. It could be posted or handed out to each worker . Being that all the information is already accessible to all and easily downloaded into most every language on the comptrollers web site, it would be very easy to do . Education and communication is important, it helps to stop the exploitation of recently immigrated workers . Thank you for these important rule changes .

The rules should indicate circumstances where the employee is a member of a union and how the rules are affected. Unions are integral to the above n industries, where employer and employee rarely have direct contact with respect to conflicts without representation.
