There should be no rent increases. When substandard living conditions are eliminated in rent regulated housing, then there can be rent increases. When there is serious enforcement regarding building violations, then there can be rent increases. When harassment of rent stabilized tenants is eliminated, then there can be rent increases. When obfuscatory practices such as preferential rent (makes a mockery of rent regulation) are eliminated, then there can be rent increases. When the abuse of the major capital improvement rules is eliminated, then there can be rent increases. When vacancy bonus increases are eliminated, then there can be regular rent increases. First things first: We need proper oversight of rent regulated housing. We need vigorous enforcement of existing regulations. When these goals are achieved, only then should we consider rent increases.
