Reference: Proposed 4000-01 section c.iii.P stating submission one-line diagram to reflect distribution equipment up to the 2nd level overcurrent protection. Comment: This statement needs refined. Currently, the EAB requires that the one-line diagram reflects the 2nd level of overcurrent protection at THE UTILIZATION VOLTAGE (480V or 208V). As written, only the 27kV feeder breakers in a 27kV Con Ed spot network would need to be shown on the one-line diagram with no requirement of any distribution equipment downstream to be reflected. Reference: Proposed 4000-01 section c.iii.B stating new work to be encircled by 'bubble' or 'cloud' on the drawing Comment: Revision clouds encircling new work are not as clear as using grayscale pen 253 in AutoCad to "gray out" all existing equipment (though it remains legible and clear). Reference: Proposed 4000-01 section b.1.i stating submission must be made by NY PE or architect Comment: The documents being submitted for review are of an electrical installation. While a NY PE should/could be required to review and stamp the submission, the electrical contractor is responsible for the installation and filing for inspection of the installation and therefore should be responsible for the electrical review filing. Furthermore, the submission requires service equipment manufacturer engineered drawings; the contractor is ultimately responsible for the purchase of this equipment and therefore should be required to file this documentation.
