I would like to comment further on the practical portion which us now limited to 25persons at a time. There should be not limit but up to the education department to determine. Most schools only have less than 25 which does not affect them. I would like to see removed the restriction amount of students allowed at one time I also want to state that since we have been teaching Fsd since its inception, we are solely there to keep the people of NY safe along with our first responders. To the consulting companies it is to their clients and their best I stress to allow a person who could be 19 years of age to be totally responsible for the well being of an entire hotel or high rise building. Placement of guards to be Fsd persons with little or no experience will jeopardize the safet of our first responders and people of this great city. It hurts their "business" as opposed to the education of the buildings they should be protecting. I also believe we can begin the new requirements in January 2017 and like previous Recertifications give them at least two years from start date to complete.Thank you for allowing these additional comments
